What changed
On 20 October 2026, the EU Platform on Sustainable Finance published its second report on capital flows. It records more than €1.2 trillion in cumulative Taxonomy-aligned capital expenditure since 2022. Its executive summary puts large EU companies’ green and transition investment in 2025 at €512 billion, including €330 billion of aligned expenditure and €182 billion of additional transition-supporting expenditure. These are different categories, not one measure of Taxonomy alignment. The report is evidence from a Commission advisory body, not legislation or binding Commission guidance.
Why it matters
Our interpretation is that a business seeking finance should be able to connect its sustainability position with an identifiable investment: what will change, what it will cost and what evidence supports the expected result. Market-wide investment figures do not establish that a particular company or project will receive financing.
The management decision
Before approaching a bank or investor, select the project and financing route you want to discuss. Separate expenditure that may meet Taxonomy criteria from broader improvements in the business. Identify the assumptions that need technical testing and who owns the supporting information. A transition ambition is more useful in a financing conversation when management can explain its relationship to approved investment and implementation decisions.
Our view
Use this evidence to improve the quality of the investment case. Begin with a defined project, a credible delivery plan and a clear explanation of the funding need. Test any alignment claim at the activity level before using it in negotiations or public communications.
